While serving as the Associate Director of the Freedom from Trafficking (FFT) program at Heartland Alliance, Darci supported efforts of the Policy & Advocacy team at Heartland to pass key legislation to create State-funded public benefits (food assistance, cash assistance, and health insurance) for undocumented immigrants seeking a T-nonimmigrant visa, a U-nonimmigrant visa and/or asylum. This program, known as the Victims of Torture, Trafficking and Other Serious Crimes program (VTTC), was a groundbreaking effort in Illinois to ensure survivors of exploitation, violence, and other serious crimes were met with dignity and had access to their basic needs such as food, medical care, and flexible cash.
This effort included creating materials to inform key partners, including legislators, coaching a survivor to testify in Springfield, drafting key talking points, and participating in legislative briefings.
