During the Mayor Lori Lightfoot administration, over the course of seven months, Darci led a robust community engagement process bringing together 30+ organizations, advocates, survivors, and City officials to identify the urgent needs of survivors of gender-based violence and human trafficking and to brainstorm innovative and strategic solutions. This effort culminated in the first of it's kind Citywide Strategic Plan to Address Gender-based Violence and Human Trafficking. The plan seeks to develop a whole-of-government approach that centers equity to address gender-based violence and human trafficking holistically. As a result of this plan, the City:
- Expanded their portfolio to support survivors of sexual violence and human trafficking in addition to survivors of domestic violence by investing over $25 million to support basic needs, safety and well-being of survivors
- Created a new position of Director of Gender-based Violence Strategy & Policy in the Mayor's Office which Darci held from 2021 to 2023
- Codified the Gender-based Violence Task Force consisting of 21 appointed community leaders
- Formed the Survivor Leader Working Group, bringing together 13 survivor leaders to advise the Mayor's Office on the implementation of the strategic plan and future iterations of the plan
- Allocated permanent supportive housing for survivors in the Department of Housing’s Qualified Action Plan for the first time
